Frank H. Smith, CPA

Frank has been a partner at Raffa since 2002. He has more than 20 years of experience working with tax-exempt organizations and is considered a subject matter expert in analyzing complex nonprofit transactions. Frank is also skilled in the nuances of tax accounting and IRS regulations pertaining to private foundations.

Since joining Raffa, Frank has managed the firm’s exempt organization tax department, preparing and reviewing annual tax returns and providing tax consultation services related to the day-to-day operations of a variety of tax-exempt organizations.

Prior to joining Raffa, Frank was a senior manager in the national tax department of Ernst & Young, where he specialized in analyzing and addressing tax issues related to the nonprofit industry.  As such, he worked with an array of tax-exempt organizations nationwide and was responsible for monitoring the regulatory and legislative developments of the nonprofit industry on a daily basis. In addition, Frank assisted with the creation and maintenance of a national online tax advisory service that provided written tax advice to internal and external users.

Frank has developed and taught training courses internally for Ernst & Young and Raffa, as well as externally for many organizations including the Council on Foundations, Association of Small Foundations, Greater Washington Society of CPAs (GWSCPA) and the D.C. Bar Association. In addition, Frank conducts client-specific trainings that cover topics such as maintaining public charity status, the impact of unrelated business income activities, and how to effectively address board governance and policy issues.

Frank is a CPA in the District of Columbia and is a long-standing member of the Council on Foundations’ Philanthropic Advisors Network. Frank received a bachelor’s degree in accounting and a master’s degree in taxation from Brigham Young University. ​​​​​

Tom is the Founder and Chief Executive Officer of Raffa, which he established specifically to service the needs of the nonprofit community.
